Minnesota’s recreational cannabis market is officially taking shape with the long-awaited opening of the licensing application process in February 2025. This milestone marks a significant step toward launching legal dispensary sales, cultivation operations, and other cannabis businesses across the state.
With a strong emphasis on social equity, compliance, and consumer safety, Minnesota’s approach ensures a structured and fair industry rollout. Whether you’re a business owner looking to apply for a license, a consumer waiting for dispensaries to open, or an investor assessing market opportunities, this guide provides everything you need to know about Minnesota’s cannabis rollout.
As of February 18, 2025, the Minnesota Office of Cannabis Management (OCM) has officially opened the licensing application window. Businesses have until March 14, 2025, to submit their applications.
For license types with limited availability (Cultivator, Manufacturer, Retailer, Mezzobusiness), applications will go through a lottery system. The first lottery drawing will prioritize social equity applicants, followed by a general lottery.
Applicants must ensure that all necessary compliance, operational, and financial documentation is submitted to be eligible.
